Government of Somaliland has received financing from the World Bank towards the cost of Civil Service Strengthening Projects II-(CSSP II ) being implemented by the Civil Service Commission and intends to apply part of the proceeds for consulting services. The project development objective is to strengthen basic functions for payroll, human resources and policy management in selected central government agencies and line ministries, and to establish a pension system for civil servants. 

 

Civil Service Institute (CSI) is a public Training Institution that aims to enhance the knowledge, skills, and attitudes of civil servants through the provision of professional, demand-driven short-term training events to enable civil servants to deliver better service to the public. CSI delivers specialized training in public administration common functions (Human Resource Management, Project Management, Financial Management, ICT, etc.) to all departments and individuals within Somaliland’s public administration.

 

The objective of the online platform (E-learning) is to enhance civil servants’ access to professional job-related trainings, to acquire the knowledge, skills, and attitudes required in their workplaces. The development of an online learning platform and delivering online training will be cost-efficient and effective in-service delivery. This Technical Assistance consultancy (TA) will aim to assess and design the technical skills, knowledge and understanding of online learning platforms and delivering online trainings among CSI faculty and staff, thus enhancing their professional growth and development.

 

This is consultancy is to assess and design the development of online platform (E-learning), specifications of the software and hardware and a roadmap for the system development. The proposed duration for the assignment is Four (4) calendar months from starts date.

The Civil Service Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). The shortlisting criteria are as follows:

 

  1. Core business of the firm and years in business.
  2. Specific experience in successfully implementing similar assignments (in-depth international in Instructional Design or Instructional/Educational Technology and multimedia production)
  3. Experience of relevant services in an environment similar to that of Somaliland (Demonstrated knowledge in developing Learning Platform or Course Management System (CMS) with similar environment as in Somaliland).
  4. Technical and managerial organization of the firm (provide only the structure of the organization, general qualification and number of key staff). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage.

 

Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

 

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consulting Firm will be selected in accordance with the Consultants Qualification Selection method set out in the Procurement Regulations.

Terms of Reference Consultancy Service to Prepare the Design and Requirements forCSI E-learning Platform

 

1. Background

Civil Service Institute (CSI) is a public Training Institution which aims to enhance knowledge, skills, and the attitudes of civil servants through provision of professional, demand-driven short term training events to enable civil servants to deliver better service to the public. CSI delivers specialized training in public administration common functions (Human Resource Management, Project Management, Financial Management, ICT, etc.) to all departments and individuals within Somaliland’s public administration. CSI’s face-to-face classroom trainings are mainly delivered to civil servants based in the capital city of Hargeisa, which constitute 57% of total civil servants in Somaliland, according to the Civil Service Commission Headcount Report in 2018. The remaining 43% of the civil servants are scattered throughout the 5 regions of the country.

    1. Rationale

It is financially and technically very challenging for CSI to physically go and deliver the demanded trainings in every region and district.  This limitation undermines the capacity of civil servants operating in the regions, as they cannot access the CSI’s capacity building programs, which compromises the work of the civil servants in regions outside Hargeisa. This gives substantial burden to the government strategy of decentralization, as competent civil servants are not sufficiently available in the regions compared to Hargeisa, the capital city.

 

2. Objective and Scope of Work

 

The objective of the online platform (E-learning) is to enhance civil servants’ access to professional job-related trainings, to acquire the knowledge, skills, and attitudes required in their workplaces. The development of an online learning platform and delivering online training will be cost-efficient and effective in-service delivery. This Technical Assistance consultancy (TA) will aim to assess and design the technical skills, knowledge and understanding of online learning platforms and delivering online trainings among CSI faculty and staff, thus enhancing their professional growth and development.

 

The assessment and design of the online platform will be the base for the development of recorded lessons and delivering live sessions. The design will suggest the dependence (prerequisites) across sessions/units and courses and the suitable software that will ensure students complete prerequisites before moving to succeeding sessions/units or courses. 

 

The objective of this is consultancy is to assess and design the development of online platform (E-learning), specifications of the software and hardware and a roadmap for the system development.  Accordingly, the assessment and design will suggest the specifications of the following:

 

  1. Fully furnished training recording rooms (professional studios)
  2. Cameras and other necessary equipment for recording lessons
  3. Highly skilled staff/professional trainers
  4. Comprehensive online platform  
  5. Design of online learning (content)
  6. Online teaching and learning policy and procedures
  7. Computers and other IT materials

 

  1. Methodology...

An independent international firm supported by a local firm will be recruited to work closely with the Civil Service Institute in consultation with the Ministry of ICT. The International Firm will propose any method which is necessary to fulfil the stated objectives of the CSI’s E-learning platform. However, it is expected that the firm will consult closely with the key staff of the CSC, CSI and other MDAs.

The firm shall review the existing CSI short and long courses, CSI’s ICT capabilities and all relevant information and after that the consulting firm will come up with the best E-learning platform, its requirements, capacities needed, and software/hardware required for setting up the system. The firm should not reveal the confidential information to any person/entity other than those who are introduced by CSC and CSI management.

 

The consultancy firm is expected to:

 

  1. Assess the status of existing CSI eLearning platforms and provide a baseline report.
  2. Propose an E-learning platform that suits the requirements of CSI.
  3. Provide full specifications of the software and hardware required for the proposed eLearning platforms, including but not limited to:
    1. Cameras and other recording instruments for lesson content development and provision of live sessions
    2. Computers
    3. Servers and other storage devices
    4. Sound systems
    5. Other required furnishings of video recording rooms and computer labs
    6. Smartboards and their necessary accessories
  1. List of the course contents developed by GIMPA as it will be used for the E-learning platform
  2. Identify required skills and training requirements for the proposed eLearning platform operations.
  3. Identify policies, procedures, and guidelines required for the design and operationalization of the proposed eLearning platform.

 

  1. Specific Tasks

Specific tasks of the consultancy include:

  1. Assessment of the current learning platform at CSI and in the regions
  2. Propose best suited choices for E-learning platform for CSI
  3. Propose the required IT, furniture, and other equipment necessary for the E-learning platform
  4. Identify required skills and training requirements for the proposed eLearning platform
  5. Identify policies, procedures, and guidelines required for the design and operationalization of the proposed eLearning platform
  1. Key deliverables

The key deliverables of the assignment will be:

  1. Inception report including work plan for the assignment
  2. Assessment report of the existing CSI learning platforms in Hargeisa and at the regions skills and training requirements as well as policies, procedures, and guidelines required for the proposed eLearning platform
  3. Proposal report on the best option for CSI E-learning platform including IT, furniture and other equipment necessary for the E-learning
  4. Monthly progress reports
  5. Final Report of the Assignment
  6. Validation workshop for the final report
  7. Preparation of system development bidding document including the full specifications for the system

 

  1. Core Competence

 

              1. Experience in Instructional Design or Instructional/Educational Technology, multimedia production or a relevant educational degree or qualification.
              2. Minimum 7 (seven) years of experience at the level of expertise required to carry out the main duties and responsibilities of this position.
              3. Demonstrated knowledge in developing Learning Platform or Course Management System (CMS);
              4. Familiarity with e-learning platform, Moodle Learning Platform is desirable; · Ability to manage time efficiently, effectively handle multiple tasks and competing priorities, as well as meet deadlines.
              5. Knowledge of, and experience working with, government stakeholders and systems, particularly in the social sector, is desirable.

 

  1. Reporting

 

The consultant will work closely with the Civil Service Institute (CSI) and submit to it regular progress reports for review and feedback. He/she will report directly to the Chairman, and the CSSP Team Coordination Unit.

 

  1. Terms of Payment

 

Payment will be based on deliverables. All deliverables must be satisfactory to the Client and the World Bank. The terms of payment shall be as follows:

 

  • 10% of the total amount payable upon submission of the draft Inception Report including the work plan
  • 20% of total amount payable upon submission and approval of the Assessment report.
  • 20% of total amount payable upon submission and Approval of the report on the best option for CSI E-learning platform
  • 10% of the total amount payable upon submission of system development bidding document including the full specifications for the system
  • 40% of the total amount payable upon the submission of the final validated report of the assignment.

implementation, including analysing the user requirements, developing software design, choosing the right technical solution as well as overseeing implementation to ensure sustainability.

 

  • Minimum graduate in Computer Science and Engineering/ICT preferably having a

Degree from a reputed university.

  • 10 years of progressive experience in managing large scale IT projects.
  • Past Experience in leading such an assignment, role including software design and development.

 

E-Learning Content Developer (Expert).

  • Work with Software Engineer to confirm system specifications.
  • Utilize authoring tools like [eLearning Technology] to build eLearning courses and demonstrations
  • Create, manage, and deliver engaging training across multiple mediums and multiple learning styles
  • Integrate learning best practices and thought leadership into the eLearning system.
  • Work collaboratively with graphic design and video producers to create an impactful learning experience
  • Design and deliver engaging training using various training modalities including, but not limited to: mobile, on-line, video and via other broad tech apps. 
  • GIMPA developed contents will be applied to the systems

 

  • Masters degree in training, instructional design, learning technologies, or related field
  • 5+ years training design experience creating blended learning solutions both instructor-led and self-paced training
  • 2+ years’ experience with instructional design experience preferred

 

  1. Duration of Assignment

 

This activity should be conducted and completed within a period Four (4) months working from September up to December 2022
