Professional Profile
Abdiaziz Hersi Warsame is the current Chairperson of the Civil Service Commission (CSC) of Somaliland, appointed on January 16, 2025 by H.E. President Muse Bihi Abdi under Article 90 of the Somaliland Constitution and Civil Service Law No. 97/2022. With a career marked by institutional reform, transparency, and capacity building, he now leads a transformative agenda at CSC focused on digital modernization, meritocracy, and global engagement.

His leadership was officially inaugurated on January 21, 2025, during a formal handover ceremony in Hargeisa.


Key Leadership Highlights (Q1 2025)
Under Chairman Abdiaziz’s leadership, CSC achieved the following milestones in the first quarter of 2025:

  • Digital Reform:

    • Launched the Human Resource Management Information System (HRMIS) on 12 February, enabling modernized employee data and census tracking.

    • Partnered with the Ministry of Communication to coordinate a comprehensive civil service census on 10 February, enhancing readiness and transparency.

  • Institutional Engagement:

    • Led CSC in high-level dialogues with the World Bank on 19 February regarding the SERP Project, focused on public resource management.

    • Participated in the National Employment Forum opened by the President on 22 February, promoting equal opportunity and labor inclusivity.

  • Staff Recognition & Development:

    • Oversaw the 2024 Employee Awards Ceremony on 27 February, honoring top-performing civil servants.

    • Attended a fiscal award event hosted by the Ministry of Finance on 7 February, reinforcing inter-institutional morale.

    • Hosted workshops for Director-Generals on 2 February, emphasizing accountability and effective service delivery.

    • Strengthened team spirit during an Iftar staff gathering on 21 March, integrating cultural values with administrative goals.


Previous Experience
Before his CSC appointment, Abdiaziz served as a Commissioner of the National Electoral Commission (NEC) of Somaliland. He was recognized for:

  • Overseeing credible electoral processes.

  • Championing civic education and women’s participation in elections.

  • Building partnerships with the UNDP, EU, and international observers.

Appointed on January 16, 2025 through Presidential Decree JSL/XM/WM/222-037/012025, Mr. Xasan Xuseen Cabdi (Xaydar) serves as the Deputy Chairman of the Civil Service Commission (CSC) of the Republic of Somaliland. His appointment reflects a deep commitment to public service reform, institutional development, and enhancing the merit-based recruitment process in government.

Professional Experience

Mr. Xaydar brings a robust background in administration, planning, and capacity building. He has worked in various public sector roles where he demonstrated integrity, strategic thinking, and advocacy for fair and inclusive employment practices within the civil service.

As Deputy Chairman, he supports the Commission's efforts in implementing key reforms, modernizing HR systems, and promoting accountability across government institutions.
