Muddadii ay Hay'adda Shaqaalaha Dawladdu wadday barnaamijka dib u habaynta shaqaalaha dawladda waxa la curiyay siyaasado, xeerar iyo hagayaal badan oo qaranku ku shaqeeyo, kuwaas oo aasaas u ahaa dib u habaynta hay'adaha dawladda iyo shaqaalahaba. 
 
Halkan waxa aad ka arki kartaa siyaasadahaas, xeerarkaas iyo hagayaashaas la curiyay oo qaarkoodna dhaqangal yihiin maanta, qaarna ay ku jiraan hannaankii ansixinta oo dhawaan la filayo in ay dhamaystiranto. 
 
Qaarkood waxa lagala shaqeeyay wasaaradaha iyo hay'adaha dawladda ee ay khusayso, halka kuwa kalena ay Hay'adda Shaqaaluhu u madax bannaanayd curintooda iyo dhaqan gelintoodaba.

Somaliland National Employment Policy

hopes, of attaining high economic and employment growth to meet the needs and aspirations of all Somalilanders. This has strengthened our determination to build a strong, diversified and competitive economy that will provide adequate and sustainable employment opportunities in
Somaliland. In this regard, our goal is to achieve full and productive employment for all Somalilanders. The goal of the National Employment Policy is to create gainful and decent employment opportunities for the growing labour force to improve their living conditions and contribute to economic growth and national development within the framework of equity, fairness, security and dignity.
The overall vision of this National Employment Policy is to have society engaged in
decent gainful employment capable of generating adequate income to sustain it, and reduce poverty as envisaged by the Vision 2030 and National Development Plan (2017-2021), as well as facing the challenges of labour market gaps in the globalized
economy. The following are the specific policy objectives of the National Employment
Policy.

Natiijada Guulaystayaashi Imitixaanka Gobolka Maroodi-Jeex oo ay ka qayb galeen 1388 Shaqaalihii ku meel gaadhka ahaa oo ka qabsoomay hoolka Hay'adda shaqaalaha iyo Mac’hadka shaqaalaha dawladda.
Waxa imtixaanka si rasmi ah ugu fadhiistay 1053 tartame. Imtixaankaasi oo si daah-furan loogu tartamey, waxa natiijadiisa la shaacin doonaa goordhow sida ugu dakhsiyaha badan marka la saxo dhammaan.

Achieving sustainable development means that the planning system has three overarching objectives, an economic objective, a social objective and an environmental objective which are interdependent and need to be pursued in mutually supportive ways.
